The RANGTAY Framework is the Center for Training and Professional Development’s (CTPD) guide for learning and professional growth across the University. It provides a clear, responsive, and sustainable way to develop faculty members, staff, administrators, and other stakeholders.

More than a series of seminars or workshops, RANGTAY views professional development as a continuing journey. It helps transform people’s potential into knowledge, knowledge into innovation, and innovation into meaningful institutional change.

“RANGTAY” is an Ilocano word associated with a bridge or pathway that connects people and places. This image captures the heart of the framework. Like a bridge, RANGTAY creates connections: between what people know today and what they need to learn; between learning and real-world practice; between individual development and institutional progress; and between present capabilities and future-ready excellence.

The framework recognizes that learning matters most when it leads to action. Knowledge becomes valuable when it improves practice, inspires innovation, and creates positive results for the University and the communities it serves.

1. Grounded in Institutional Priorities

RANGTAY is guided by the University’s Strategic Directions, Institutional Development Plan, CHED Quality Assurance Agenda, Civil Service Commission Learning and Development Framework, and the United Nations Sustainable Development Goals.

These foundations ensure that CTPD initiatives are purposeful, standards-based, evidence-informed, and aligned with both national and global priorities. Rather than simply conducting activities, CTPD uses professional development to help turn the University’s goals into stronger competencies, better practices, innovative solutions, and improved services.

5. A Systematic Process through ADDIE

CTPD implements its flagship programs through the ADDIE process: Analyze, Design, Develop, Implement, and Evaluate.

  • Analyze – Identify competency gaps, institutional priorities, emerging needs, performance concerns, and stakeholder expectations.
  • Design – Plan learning interventions based on the needs identified, intended outcomes, participants, methods, and institutional priorities.
  • Develop – Create or curate relevant modules, resources, activities, assessment tools, and support mechanisms.
  • Implement – Deliver learning through appropriate approaches such as seminars, workshops, mentoring, coaching, communities of practice, and learning projects.
  • Evaluate – Assess the results of each intervention in terms of learning, application, performance, and institutional impact.

This process ensures that CTPD does not offer training simply because it is scheduled. Instead, it identifies real needs, designs appropriate interventions, measures results, and continuously improves its programs.

6. Continuous Quality Improvement
