UCU enriches students’ take on sexual harassment, safe space through legal seminar

Urdaneta City University, as initiated by the Center for Student Leadership and Development - Character and Values Formation Unit, equipped students the knowledge on sexual harassment and safe space through a seminar entitled: “Don’t Cross The Line, Respect Personal Space” held on March 14, 2024 at the University Gymnasium.

Guest Speaker Atty. Agnes Velasquez-Rivera, the National President of the Education Industry Triparitite Council of the Philippines, delved into the legal framework surrounding the issue, shedding light on two crucial laws: RA 7877, commonly known as the Anti-Sexual Harassment Act of 1995, and RA 11313, also referred to as the Safe Spaces Act.

“Dalawa ang klase ng sexual harassment: una, yung tinatawag natin na "Quid Pro Quo" sexual harassment, at ikalawa yung tinatawag natin na hostile environment sexual harassment,” Atty. Velasquez-Rivera said.

Furthermore, she added that, “Ang sexual harassment ba ay pwede lang ma-commit ng male? Sexual harassment has targeted women only in all settings. But Republic Act 7877 or the Anti-Sexual Harassment Law seemingly intense to cover both men and women, and even between sexes, because it does not make any distinction as to the gender of the offender and of the victim. Therefore, males can also be targets of sexual harassment, and it can also occur between sex or gender.”

During her lectures, Atty. Velasquez-Rivera highlighted the various environments where harassment can manifest, including the workplace, educational institutions, training settings, and even online platforms. Her comprehensive overview aimed to provide the participants with a deeper understanding of the pervasive nature of harassment and the legal protections available to combat it.

An open forum session was facilitated after the discussion. This interactive segment provided attendees with the opportunity to seek clarification on pertinent issues and engage in meaningful dialogue.

In closing, the speaker left the students a thought to ponder on: “We do not make a laughing matter of this sexual harassment, it is something that we have to take seriously so that it will not happen to any of us.”

“Ano ba ang dapat kong gawin? How would I let someone know that what he was doing is already unwelcome. You have to say, "No" or "Stop." Then tell someone. You have to speak up if acts of unwanted sexual behavior have been committed against you,” she further reminded.

Through initiatives like this seminar, UCU demonstrates its proactive commitment to fostering a campus environment free from harassment and discrimination. By promoting respect for personal space, inclusivity, and accountability, the university aims to cultivate a culture of mutual respect and understanding among its students and faculty alike.
